Abstract:
Departing from the policy paradigm of social investment emerging among the Western welfare state, this project draws on the insight of social investment idea to analyze the social policy reforms in Taiwan. In view of the looming challenges of population ageing, structural changes of labor markets, and the difficulties of work-family balance, social investment idea advocates a re-orientation of the welfare state from conventional income maintenance to productive social policy with particular emphasis on human capital investment. By dealing with the above essential issues, this project aims to deepen our understanding of the social policy reforms as part of the welfare state transformations in Taiwan, and to foster the dialogues with the responsible government branches regarding future social policy reforms.
