Abstract:

Children are the greatest treasure of the nation and the hope for the future. Article 24.1 of the International Covenant on Civil and Political Rights provides that “Every child shall have, without any discrimination as to race, color, sex, language, religion, national or social origin, property or birth, the right to such measures of protection as are required by his status as a minor, on the part of his family, society and the State.” In November 2017, a research report published by the Child Protection Center of Chang Gung Memorial Hospital revealed that 60% of 355 maltreated children admitted to the pediatric intensive care unit (ICU) of Chang Gung Memorial Hospital between 2001 and 2015 had an injury of the central nervous system. The mortality rate in the ICU was near 10%, and 26% of these abused children were severely handicapped afterward. Regarding this substantial issue, the NHRI Forum and the Chang Gung Child Protection Center has conducted more than ten expert panel meetings nationwide in the past three years. The assembled experts included government officers, legislators, professors, physicians, social workers, police officers, and prosecutors. The meetings have had a substantial impact on multidisciplinary aspects of child abuse. In 2018, the NHRI Forum and Chang Gung Child Protection Center ran education programs to expand public awareness of child abuse, toward the goals of promoting social responsibilities, reducing child abuse, and achieving zero tolerance of child abuse.
